However, these criminal investigation programs fall short for nomadic targets. Consider: 1. Multiple Devices: A target can be in one place but using multiple network services: wireline, mobile wireless, SMS, E-mail, etc. 2. Multiple Locations: A target with voice call enabled laptop using a broadband connection (DSL, 3G, etc.) can be at a residence, hotel, hot spot, etc. 3. Multiple Identities: A nomadic target utilizing multiple IP network identities and more. The challenge of collecting and correlating call records for nomadic targets will be summarized by Dr. Matthew Lucas. This opening presentation will be followed by presentations from our ISS World Guru Panel describing their ideas and in some cases implemented solutions law enforcement and intelligence agents dealing with nomadic targets in this new era of call record data retention.
